| Inquiry | To support recovery and reconstruction efforts following the 2024 Noto Peninsula Earthquake, operations staff and volunteers are working together on restoration, but issues with information transmission sometimes cause confusion in on-site operations. We seek a solution. |
| Project Overview | In the restoration efforts, the frequent turnover of operational members made information transmission difficult. To address the challenge of having to explain the restoration process from scratch every time new members joined, a disaster volunteer center manual was created that chronologically outlines the daily activities of operations staff and volunteers. |
| Duration | March 2024 - April 2024 |
About This Project
We created a manual that chronologically outlines how operations staff and volunteers should act during restoration work.
In the recovery and reconstruction efforts following the 2024 Noto Peninsula Earthquake, operations staff and volunteers were working together on restoration. However, frequent turnover among operations members meant that the recovery process had to be explained from scratch every time new members joined, sometimes leading to confusion in on-site activities. Additionally, similar restoration work was taking place in areas other than Nanao City, increasing the need for a manual that could be utilized in other regions as well.
To address these challenges, we created a manual that enables smooth coordination between operations staff and volunteers and facilitates the sharing of on-site processes. The manual is provided in PowerPoint format, allowing for continuous editing and updates.
The structure of the disaster volunteer center manual consists of two sheets that chronologically organize how operations staff and volunteers should act at the restoration site, divided into "before dispatch" and "after dispatch." This makes it easy to understand what actions each person should take according to their role and time (the figure below is one of these sheets).

Additionally, separate appendices are provided to supplement chronological explanations with verification items that occur at each chronological stage (the figure below is one of these). Templates are also included, designed to allow new verification items specific to each region to be entered when used in other areas. This makes the manual versatile for use in other regions.

This initiative was customized for a Public Interest Incorporated Association.
